These web sites are for people who want to learn how to read and understand the music notation (language). Music itself is a universal language. Every culture every people have their music and song. Unfortunately, western music notation can not easily represent non-western music. However, there are problems with all music notations systems because of the difficulties of representing all human hearable sound on a staff. All music has melody, tempo, pitch, harmony, and synchronized sound, and this is where you should start. But don’t lock yourself into learning only few different time signatures, and the chromatic scales. Music is much broader and more beautiful than these limitations allow.
Music is art also, and needs to be approached with an open mind.
